Settings catalog > Experience > Enable delivery of organizational messages (User).
Enable delivery of organizational messages, switch the toggle to Enabled.

It answered my very first question -> custom messages.
I have been learning about Toast Notifications with PowerShell and task scheduler for quite a while and it never felt “official”. This feature has so much potential (as mentioned in the article). Like we want to remind users to reboot if their device is running longer for 24h. Maybe if I wait a bit longer then my wish will be granted.

We’ve been able to do this to Android and iOS but never to Windows.
